Fire dampers are one of the quietest but most important parts of a building's fire strategy โ€” and one of the most commonly neglected. Meeting the UK fire damper testing requirements set out in BS 9999 is a legal and practical necessity for any building where ductwork passes through fire-rated walls or floors. What is a fire damper and why does it matter?

A fire damper is a mechanical shutter fitted inside ductwork wherever a duct crosses a fire compartment boundary โ€” a fire wall or fire-rated floor. In normal use it stays open and air flows freely. In a fire, a heat-sensitive fusible link melts (or a motorised actuator triggers) and the damper snaps shut, sealing the opening so that fire and smoke cannot spread from one compartment to the next through the duct. That compartmentation buys time for people to escape and for the fire service to respond. If the damper is seized, painted over, obstructed or missing its link, that protection simply does not exist when it is needed.

How often should fire dampers be tested?

BS 9999 โ€” the British Standard code of practice for fire safety in the design, management and use of buildings โ€” sets the benchmark. It calls for fire dampers to be tested on installation and then at regular intervals, at least annually.   1. Locate and gain access. Identify each damper from drawings or survey and open the nearest access panel โ€” fitting one if none exists.
  2. Inspect the installation. Check the damper for corrosion, grease, obstruction, correct mounting and the condition of the fusible link or actuator.
  3. Release the mechanism. Simulate a fire condition by releasing the fusible link (or triggering the actuator) so the damper blade drops fully closed.
  4. Confirm full closure. Verify the blade has travelled to the fully closed position and seals the opening as designed โ€” a partial drop is a fail.
  5. Reset and re-test. Reset the damper to the open position, refit the link where required, and confirm it holds open and operates cleanly.
  6. Record the result. Log a pass or fail for each damper with supporting photographs, and flag any that need remedial repair.

Any damper that fails โ€” seized, only partially closing, missing a link, or badly corroded โ€” is recorded as defective and scheduled for repair or replacement, then re-tested once fixed.

How does DW/145 fit in?

DW/145 is the industry guide for the installation of ductwork, and it underpins good practice for how dampers and access provisions should be fitted and maintained. In practice it matters for fire damper testing because you can only test what you can reach: DW/145 informs the correct provision of access panels so that every damper can be inspected, drop tested and reset without dismantling the system. What records do I need to keep?

Testing without documentation is worth very little when you need to prove compliance. You should maintain:

  • An asset register listing every fire damper, its location, type and reference โ€” so nothing is forgotten between visits.
  • A dated test report recording the pass/fail result of each damper, the method used and the engineer who carried it out.
  • Photographic evidence of the damper condition and the test.
  • A remedial actions log tracking any defects found, the repair carried out, and the re-test result.

What are the penalties for non-compliance?

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person has a legal duty to ensure fire safety measures โ€” including fire dampers โ€” are maintained in efficient working order. Failure can lead to enforcement notices, prohibition notices that stop you using part of the building, and prosecution in serious cases.
